Connect each home’s delivery and collected rent to the proposed permanent loan.

## The financing decision
Can the completed, leased and paying homes support the intended permanent financing?

Build the financing file around one home-level status ledger: planned, completed, legally occupiable, leased, moved in and paying. A community-level occupancy percentage hides the time and cash separating those milestones. This profile helps assemble an evidence package for the existing stabilization guide; it does not establish that a particular agency or lender will accept the project.

## What changes the analysis
### Define the collateral before the product
Fannie Mae’s October 2024 BTR commentary describes contiguous, centrally managed communities and distinguishes them from scattered individual rentals. That research definition is not an eligibility approval. Map parcels, ownership, access and shared facilities before asking a lender to evaluate the proposed execution.

### Separate completion from earning capacity
The OCC handbook distinguishes prospective value at completion from value at stabilized occupancy. For this decision, maintain separate dates for construction completion, first collections and the proposed refinance. A building certificate cannot substitute for evidence of recurring rent.

### Budget a community, not just delivered homes
Prepare a recurring-cost schedule for landscaping, irrigation, amenity operations, roads and individual-home repairs. Show unfinished common work separately from occupied-home cash flow. Identify whether the proposed borrower or another entity pays each item so expenses do not disappear at an entity boundary.

## Questions to prepare for a lender
### Which homes support income today?
Use a dated home-by-home ledger tied to leases, concession agreements, move-ins and bank-reconciled collections; keep undelivered homes outside the current-income column.

### What must happen before the permanent loan funds?
Obtain the intended lender’s written requirements, property configuration acceptance, report list and timing. Track each requirement to an evidence owner and remaining cost.

### Who funds the interval between delivery and collection?
Prepare monthly remaining development uses, operating deficits and available equity. Remove restricted reserves from the spendable cash balance.

## Preparation checklist
These are preparation suggestions; the lender determines the transaction-specific requirements.
- [ ] Parcel, phase and home inventory: Reconcile the same homes across title, survey, construction schedule and operating records.
- [ ] Completion and occupancy evidence: Show which homes and common facilities have the approvals applicable to their actual use.
- [ ] Lease and collection bridge: Distinguish signed commitments, free-rent periods, deposits and earned rent receipts.
- [ ] Remaining-work and operating-cash schedule: Assign unfinished roads, amenities, repairs and deficits to dated funding sources.
- [ ] Permanent-financing conditions register: Record the actual lender response rather than assuming that a market commentary is a commitment.

## Hypothetical decision
### Hypothetical: occupied homes, unfinished phase
An investor proposes to refinance an occupied first phase while a second phase and clubhouse remain unfinished.

Prepare separate income and remaining-cost ledgers by phase, then reconcile shared expenses and collateral. Test a later permanent closing while the borrower continues carrying common costs.

A defensible exit depends on the accepted collateral and funded obligations, not the full project’s advertised unit count.

## Using the existing model
The existing Multifamily underwriting model is a starting point for supported rental operations.

It does not model home-by-home development, parcel releases, scattered-site structure or agency eligibility.

Additional schedule: Add a delivery-to-collection ledger and a remaining-cost bridge before using its operating assumptions.

- All numerical values are illustrative; no market facts or lender approval are asserted.
- The twelve-month operating model omits taxes on investor returns and future refinancing costs except expressly entered items.
- Author verification uses Artifact Tool recalculation, saved-XLSX reimport and separate JS arithmetic; independent application verification is recorded separately.
- Legal, licensing, environmental, engineering and lender-specific recognition require actual diligence.
