A usable program citation identifies the issuer, product, exact provision, controlling version and effective trigger. A recent publication date alone does not establish which rule applies to a particular loan.
A financing rule is not fully researched until you can answer five questions: who issued it, which product it governs, where the rule appears, when it applies and what exceptions or related provisions change the result. A current-looking webpage can link to an older document. A new bulletin can contain several effective dates. A product summary can omit conditions that determine whether the borrower qualifies.
This reference explains how to turn primary-source research into a usable underwriting record. It does not summarize every agency program or determine an individual loan’s eligibility. The method works for program guides, lender manuals available to the borrower, formal bulletins and executed loan provisions, while respecting the different authority of each.
Establish the rule’s scope before extracting a number
Write down the issuer and program first. “Agency loan” is too broad if the source concerns one issuer’s small-loan product, a particular affordability execution or a servicing requirement for existing loans. A requirement imposed on a seller/servicer also needs to be distinguished from an obligation directly stated in the borrower’s executed documents.
Then identify the decision the rule is supposed to answer. An occupancy provision may concern eligibility at delivery, historical performance during underwriting or an ongoing covenant. Copying the percentage without the event and measurement period creates a different rule.
Preserve defined terms. Underwritten cash flow, actual cash flow, net operating income and replacement reserves should not be silently substituted for one another. If the document defines a term elsewhere, follow that reference and record both locations.
Use the source hierarchy the issuer specifies
Start with the issuing organization’s current official guide and its change notices. Use summaries to locate the controlling material, then read the relevant provision and cross-references. Retain a dated copy or stable reference according to the source’s access terms so the decision can be reconstructed later.
Freddie Mac’s October 20, 2026 redline introduction identifies AllRegs as its current official electronic Guide. It also explains that the appendix covers revised chapters, not the full Guide, and should be read with the bulletin and updates spreadsheet. A saved redline is therefore evidence of a change, not a complete substitute for the governing program material.
Do not treat a search snippet as complete verification. It may omit a qualifying sentence, use an older indexed version or display a section from a different product. If the underlying source cannot be opened, record that limitation and leave the affected conclusion unresolved. Obtain the relevant current material from the lender before relying on the rule in a financing decision.
Worked source card: publication date differs from application date
The following example concerns an actual publication checked October 21, 2026. It is a reading exercise, not a complete insurance review.
Freddie Mac Bulletin M2026-5, dated October 20, 2026, generally makes revisions immediate unless otherwise stated. Its insurance section separately identifies new loans under Seller Application on or after October 26, 2026 and existing-loan insurance policy renewals in servicing on or after December 18, 2026. Those distinct triggers prevent applying the publication date indiscriminately.
| Source-card field | Entry for this reading exercise |
|---|---|
| Issuer / document | Freddie Mac Multifamily, Bulletin M2026-5 |
| Published | October 20, 2026 |
| Exact location | Page 1 effective-date paragraph; page 2 insurance section |
| New-loan trigger identified | Seller Application on or after October 26, 2026 |
| Existing-loan trigger identified | Insurance policy renewal on or after December 18, 2026 |
| Further reading required | Affected insurance sections and transaction-specific applicability |
| Decision status | Dates verified; actual transaction application still requires review |
As of the October 21 check, those two insurance triggers were future dates. That does not mean every other revision in the bulletin was future-effective. It also does not establish that every insurance provision changed or that a borrower with an earlier application is exempt from all later requirements.
For a live transaction, the next action is to identify the lender’s relevant Seller Application event or servicing renewal event and confirm which revised section matters. The borrower’s signed term sheet date or expected closing date is not automatically the controlling event.
Convert research into a decision record
Use one record per material claim. Include the section, a concise paraphrase, defined terms, effective trigger, exceptions, source retrieval date, transaction facts and the person responsible for confirmation. Separate the source statement from your conclusion. “The bulletin specifies an application trigger” is a source statement; “our transaction falls after that trigger” requires evidence about the transaction.
When a guide changes, identify dependent work: calculator assumptions, article text, comparison tables, borrower checklists and open underwriting files. A bibliography update alone does not fix an obsolete calculation. Re-run the affected analysis and preserve the prior result with its original source date.
Use a status such as “verified source, applicability pending” when that accurately describes the file. This is more informative than a single checked box that mixes document retrieval, interpretation and lender acceptance.
Recognize the limits of a researched answer
Program compliance is not the same as credit approval. A lender still needs to evaluate the actual property, sponsor, documentation and applicable conditions. A public guide does not establish that any particular intermediary has access to the program or can deliver the stated execution.
For AI-assisted research, require the system to return exact source locations and unresolved questions. Verify them manually before publication or use in a loan model. An answer that quotes the right percentage from the wrong program or date is still wrong for the transaction. The useful output is a traceable decision with its remaining conditions visible.
