Assign report scope, reliance and review before ordering third-party work

Editable report matrix separates engagement, subject property, intended use, information dependencies, delivery and lender review responsibilities.

Illustrative examples. This is a constructed educational scenario, not a reported Jaken Finance Group transaction or financing offer.
The decision in brief

Confirm who may engage the provider, what property and interests the report covers, who can rely on it and who accepts its findings. Delivery alone does not establish that the report satisfies the selected financing.

A report matrix should prevent three avoidable errors: ordering the wrong scope, assuming the wrong party can rely on the work and treating delivery as acceptance. Confirm those matters before committing to a provider’s schedule and fee.

The OCC appraisal guidance addresses engagement, intended use and users, independence and review. That discussion applies to its supervisory context. Other reports and financing channels have their own requirements, which must be confirmed for the actual transaction.

Identify the subject precisely

List parcels, improvements and property interests needed for the assignment. A marketed street address may omit parking, access rights or a ground-leased component. Ask the responsible professional to resolve scope questions; do not edit a technical conclusion yourself.

Record who can engage the provider under the selected lender’s process. A borrower-paid report is not automatically transferable or acceptable to another lender. Confirm intended users and any required reliance arrangement from the actual engagement and report.

Field instructions

Field Confirm Common error
subject_and_interest Actual collateral and property interest One building name used for several parcels
engagement_owner Party authorized to order the work Bypassing the lender’s approved process
intended_use_and_users Purpose, named users and reliance limits Assuming payment creates reliance rights
required_inputs Complete information and access dependencies Starting the turnaround clock before inputs exist
review_owner Person or function accepting the work Asking the provider to approve its own loan condition
open_scope_issue Specific unresolved question and consequence Marking a delivered report complete despite findings

RPT001 illustrates a subject-property mismatch: parking parcel B must be confirmed within the assignment. RPT002 has arrived, but the roof allowance remains under review. RPT003 still has a scope question. None of those statuses can be replaced by a simple “report received” checkmark.

The environmental row does not prescribe a particular standard or promise a liability defense. The environmental professional, counsel and lender must determine the actual inquiry, further work and legal consequences. A lending decision and a purchaser’s liability analysis serve different purposes.

Build the review time into the schedule

Assume, only for illustration, twelve calendar days for provider work after complete inputs, five for lender review and four for one revision. The sequence requires 21 days. An 18-day remaining window has a three-day gap before any other dependencies.

Do not interpret that arithmetic as a typical turnaround promise. Obtain actual estimates, identify whether stages can overlap and determine the action required if they cannot. An unresolved material finding can require an entirely different scope and schedule.

Convert findings into financing decisions

When a report identifies work, clarify whether it affects closing, a reserve, future draws, loan sizing or a condition after closing. Reconcile the cost with the existing budget before adding it as a new use. A reserve for already-budgeted repairs changes control and timing; additional repairs can change total cost.

Keep provider conclusions, lender disposition and borrower actions in separate fields or linked records. The investor may accept a risk commercially while the lender still requires action before funding.

Preserve the final accepted package

Retain engagement records, final reports, revisions, reliance documents and acceptance evidence with version identifiers. If a material property fact changes, ask the appropriate reviewer whether the report remains usable rather than assigning an arbitrary expiration date.

A complete matrix lets the team see the remaining scope, dependency and decision. It supports timely coordination without substituting a checklist for professional work or lender acceptance.
